Gay J. McDougall was appointed to serve as the first UN Independent Expert on Minority Rights in 2005. She was Executive Director of Global Rights from 1994 to 2006 where she developed and implemented country and thematic programs and initiatives in Africa, Asia, Eastern Europe and the Americas. Ms. McDougall was awarded a MacArthur Foundation Fellowship in 1999 for her "innovative and highly effective" work on behalf of international human rights.
